What measures should be taken to ensure that extra trims and fabric are not ordered or consumption is not over estimated? Please give me the description of this.

Consumption is key to profitability.
1) Understand the nature of fabric , its basic properties like structure and shrikage.
2) Analyse the garment aesthetics like design repeat , matching parameters , feature line.
3) Know the cutting rejection and sewing rejection of the factory.
4) Analyse garment shrinkage as it could be different from fabric shrinkage because of wash standard and multiple direction of grain and seams.
5) Work CAD markers based on order ratio received. It is best if you can work this on a cutting lay level marker incorporating sizes.

For eg : consumption = CAD mrkr + factory wastages (2-3%)

Once you have worked the above , order off the fabric.
Trims order should never be more than for the fabric , unless you anticipate wastage on any spl operation or due to minimums.

As for fabric is concerned if parameters that could be controlled before cutting do exceed resulting in consumption variation then in cutting keep stitching allowance nil and measurement allowance optimum or less in patterns.
to avoid over estimation fix accurate lose percentage in knitting ,weaving ,processing and factory for that particular product and its fabric and trims.
also keep track of previous lots run and their results.
